剛剛海關發(fā)布：關于進一步加強防疫物資出口質量監(jiān)管的公告，26日零時起實施沒有緩沖，這是續(xù)4月10日海關53號令發(fā)布！確認相關醫(yī)療物資立即實施出口商品檢驗的又一收緊動作以防影響國家形象。

4月25日晚，商務部、海關總署、國家市場監(jiān)督管理總局發(fā)布關于進一步加強防疫物資出口質量監(jiān)管的公告，要求加強非醫(yī)用口罩出口質量監(jiān)管。自4月26日起，出口的非醫(yī)用口罩應當符合中國質量標準或國外質量標準。簡言之，實施黑白名單管理加上出進口方共同聲明承諾保函，完整公告截圖如下（截圖有文字版）：

在全球疫情持續(xù)蔓延的特殊時期，為更有效支持國際社會共同應對全球公共衛(wèi)生危機，現(xiàn)就進一步加強防疫物資質量監(jiān)管、規(guī)范出口秩序有關措施公告如下：　　一、加強非醫(yī)用口罩出口質量監(jiān)管。自4月26日起，出口的非醫(yī)用口罩應當符合中國質量標準或國外質量標準。　　商務部確認取得國外標準認證或注冊的非醫(yī)用口罩生產(chǎn)企業(yè)清單（中國醫(yī)藥保健品進出口商會網(wǎng)站www.cccmhpie.org.cn動態(tài)更新），市場監(jiān)管總局提供國內市場查處的非醫(yī)用口罩質量不合格產(chǎn)品和企業(yè)清單（市場監(jiān)管總局網(wǎng)站www.samr.gov.cn動態(tài)更新），非醫(yī)用口罩出口企業(yè)報關時須提交電子或書面的出口方和進口方共同聲明（參考附件1），確認產(chǎn)品符合中國質量標準或國外質量標準，進口方接受所購產(chǎn)品質量標準且不用于醫(yī)用用途，海關憑商務部提供的企業(yè)清單驗放，對不在市場監(jiān)管總局提供的企業(yè)清單內的，海關接受申報，予以驗放?！　?月26日之前已簽訂的采購合同，出口報關時須提交電子或書面的出口方和進口方共同聲明（參考附件1）?！　《?、進一步規(guī)范醫(yī)療物資出口秩序。自4月26日起，產(chǎn)品取得國外標準認證或注冊的新型冠狀病毒檢測試劑、醫(yī)用口罩、醫(yī)用防護服、呼吸機、紅外體溫計的出口企業(yè)，報關時須提交書面聲明（參考附件2），承諾產(chǎn)品符合進口國（地區(qū)）質量標準和安全要求，海關憑商務部提供的取得國外標準認證或注冊的生產(chǎn)企業(yè)清單（中國醫(yī)藥保健品進出口商會網(wǎng)站www.cccmhpie.org.cn動態(tài)更新）驗放?！　∫陨戏酪呶镔Y出口質量監(jiān)管措施將視疫情發(fā)展情況動態(tài)調整。

附件1：出口方和進口方共同聲明

JointDeclaration of the Exporter and the Importer

出口方和進口方確認上述產(chǎn)品符合□中國質量標準/ □國外質量標準（請勾選），且符合雙方協(xié)議確定的產(chǎn)品質量標準。進口方保證協(xié)議確定的產(chǎn)品質量標準符合進口國（地區(qū)）對該產(chǎn)品的質量標準要求，并確認接受上述產(chǎn)品的質量標準。

The exporter and the importer hereby confirmthat the above products are compliant with the □quality standards of China/ □qualitystandards of foreign country (please tickthe box) and the quality standards stipulated in the agreement between theparties. The importer shall guarantee the product quality standards stipulatedby the agreement are compliant with the quality requirements of the importingcountry/region, and shall confirm it has accepted the quality standards of theabove products.

進口方承諾嚴格依照協(xié)議不將所購口罩用于醫(yī)用用途，并提示第三方不可用于醫(yī)用用途，如因進口方或第三方使用、維護、保管不當造成損失的，出口方、生產(chǎn)廠商不承擔責任。

The importer shall commit to strictly abide bythe agreement and not use the face masks it purchases for medical purposes andto warn any third party against using the face masks for medical purposes. Theexporter or the producer is not liable for any losses caused by the inappropriateuse, maintenance or keeping of the face masks by the importer or any thirdparty.

本聲明一式兩份，雙方各執(zhí)一份。 

This declaration is made in duplicate, oneoriginal for each party.
